For me, it's the phrasing of the rewards. The Steel Chrysanthemum forces the Empress to "admit" that the heir is illegitimate. That word suggests that the proposition is true.

So she's doing it in the hopes that it will save the child. Doesn't mean it's true (or false for that matter).

Always a risky business to be betrothed to both at the same time, since it calls into question who is going to be his Empress.

Rokugani Emperors have only had one Empress, but they've had plenty of concubines (which isn't quite the same as being his wife).
