The Badge of Office never specified of what office it represented. Most logically, it represented the office of the Miharu. For the Seppun Shugenja, the Hidden Guard.

It didn't say Imperial Legions.
Or Emerald Magistrates.

Just... "Emerald Badge of Office", without saying *what* office it was. This badge was a holdover into later editions as well, as I recall 3e also had this Badge listed, but with no explanation of what exactly it was, except being emerald. Again, the most logical conclusion is that it shows them as part of the elite force that guards the Emperor and Imperial families directly.
