Working from what he has learned from Takamori the Stationer, Seitouna heads to the streets near the western gates. The gates themselves are shut, of course, but there is still some traffic, such as is seen in any city--and Seitouna makes his way among it. There is a bit of a mismatch between what Seitouna is familiar with and what is present, which limits his success in one approach (Lore: Underworld 19) as he hunts for the bolt-holes and passages he knows, knows every city has in its underbelly--and maybe some news of Kasuga Sotai--as he had discussed doing with his fellow Minor Clanners.

Still, perhaps there is something revealed, maybe even an avenue for other forms of inquiry...

There didn't seem to be any bolt-holes or hidden passages in the city, at least, none that hadn't been found by refugees and filled up with people wrapped in worn blankets. Here and there, the refugees had started small fires to warm themselves out of the wind, filling the passages with thick, choking smoke.

The usual approach having faltered, Seitouna takes to a more overt search, looking deeply into things, taking his time even amid the smoke and huddling masses.

It is unlikely to work (Investigation 14), so he tries another approach--actually talking with people, asking around after Saito (Courtier 31) and about ways goods and people might move unseen (Ibid 22).

He has the feeling that one issue will fare better than the other.

Seitouna succeeds in finding a few Saitos, just not the Kasuga for whom he was searching. A few of the refugees remember a Kasuga Saito from court at Morikage Toshi, but none of them recall seeing them on the road or in Toshi no Omoidoso.

Somewhat discouraged by his lack of success, Seitouna leaves off the search, knowing better than to tempt those forces that govern the world with more on this night.

And there will be other opportunities to search, to be certain, he thinks.
