"I don't know if they intend to siege the city, but they certainly were heading this direction. I would imagine that any assault that began with the murder of the emperor would lead to the throne eventually. If the Steel Chrysanthemum intends to take the throne by force, a city as close as this one could marshal forces and coordinate to force a fight on two fronts. That likely makes us a tactical target."

"It would only be a natural path to march in the same direction as those that arrived here, but like Suzume-sama I have not heard anything definitive, only that those streaming into the city are acting as if it is a foregone conclusion - a matter of 'when' rather than 'if,'" he added, nodding his head a bit before partaking of more tea.

"And if such comes to pass in short order, we would pivot to matters external? Or would continuing assistance to matters among the populace be expected? Or some combination thereof that does not intrude on the plans of our gracious hosts?"

"I have heard it noised about that the refugees may be a means to plant agents within the city. I trust my kin, of course, and I will cast no aspersions on Ryuuta-bugyo or Suzume-shoi, but can we be sure all who left Morikage Toshi did so from fear?"

"With how everything led up to the attack, I would be surprised if an attempt wasn't made to infiltrate. But that does not negate the responsibility of those higher in the Celestial Hierarchy to protect those lower."
