Probably. Opening the gates really isnt an option without refugees storming in, so you need to go over the wall.

If someone derped and forgot to specify which side they were supporting in the Orokos description for an Influence roll, should it be re-rolled adding that info or does it slide through this one time?

Who would my character be able to talk to that would be able to have sway over distribution of food and goods in the city? Getting some people into her contacts and flexing her logistical muscles is something I'd like to at least start on day 2, but I'm not sure who/how/where.

Question. What happens if a character has both points of imperialist and traditionalist? Do they substract one another or they stack until end game?

How feasible would it be to do the census of those let in so that they can be re-purposed according to faculties, accommodated according to station, and us given a chance to weed out the wrong elements?
