The city was seeing an influx of people, and the flow was non-stop. He might not get many chances to try and talk to the other members of the minor clans. Kin had sent small invitations to the minor clans he had taken account of while helping the refugees on his arrival to meet him at this particular tea house. And so he waited patiently wondering how many or if anyone would arrive.

Kasuga Seitouna does so, bowing to the magistrate as he enters.

"This one was flattered to receive an invitation from Ryuuta-bugyo and is ready to assist in these trying times."

Chihaya also arrived. Dressed in her clan colors, dun brown kimono, black hakama, and red obi, she entered and bowed.

"Konnichiwa, minna-sans."

Stepping into the room, she added, "This one is Suzume Chihaya, Shoi and Sensei amon the Sparrow."

"Greetings, and well met to both of you. Ryuuta Kin, magistrate of the Piranha," he says with a bow to each. "I am glad to meet you both. I hope you are in good health."

Chihaya, seemingly without thinking, checked the wrap around her throat, before putting her hands back into her sleeves.

"I am well. Better than those poor souls on the road, certainly."

She knelt by the table in seiza, expression bland.

"And you, Ryuuta-san?"

"Well enough after Morikage Toshi. The road was harsh and cold, but the Lion have been accommodating and many from other clans have stepped up to help the refugees," he offers tea to the other two guests.

"Yes."

She took the tea, and then added, somewhat sadly. "One hopes they are all who they claim to be - I would not have this city share the fate of Shiro Yamago, whose gates were opened from within."

An offhand comment, and she took a sip of her tea, with a serene expression.

Seitouna accepts the tea.

"That seems to be a prevailing concern, Suzume-sama."

He sips at it.

"I am working on finding avenues through which that might be done. Subtly, as I can, but not less so for that."

Kin nods at those concerns. "My part in assisting with that was to offer to handle any minor legal concerns among minor clansmen that would require nothing more than witnesses or taking reports. So as to ease the burden on the local magistrates offices. Such will allow them to keep a closer eye on refugees to hopefully prevent that. They are far more familiar with the city so they are much more likely to catch anyone targeting weak points in it," he says with a nod.

"The local magistrate also was hoping that people would keep an eye out for and report any merchants or traders that are increasing prices and preying on refugees. The punishments for anyone caught doing so are apparently quite severe, which is good in this time of crisis."

"I can keep an eye out on the latter, certainly."

"Of course, yet one should also be wary of anyone buying up too much - lest they drain the supplies too quickly."

A soft shrug.

"In times of crisis, people do not always think of city, only of their own homes."

Another sip of tea.

Kin nods before taking a sip of his own tea. "It is an unfortunate situation that we find ourselves in, but I hope that with teamwork it will strengthen the bonds between the people of the city to help them see this through."

Seitouna raises an eyebrow as he takes a pull at his tea.

"Everyone here is of this city until they can return home. It is not only the natives facing the threat too it and we'll need the support of everyone residing here to see it safely through this."

Soon enough, another visitor emerged into the tea house, heavy hat and traveling cloak draped upon him, gloves holding tight to the cloak to stay bundled from the cold outside. He looked around to see that he was in the right place with the right people to be found, but he did not approach immediately, stepping aside the entrance for a moment to remove his traveling cloak and hat and lightly fold them away for later. Once his layers were removed, he approached the group and appeared before them in a fine kimono of various shades of blue with ocean waves all around; stitched on the back, a single large Tortoise stands solitary on a rock jutting out of the watery scene. His hair was a bit disheveled from wearing the hat, though he took no effort to fix it.

"Ryuuta-sama, Suzume-sama, Kasuga-san, greetings one and all - Kasuga Asakuro, Caretaker of the Imperial Menagerie. One hopes that all have been well despite the cold today," he offered warmly and gave each of them a respectful bow before he took a seat at the table. "Apologies that I did not respond to your invitation in the affirmative sooner, Ryuuta-sama, but I did indeed receive it and am wondering how I might be of assistance."

Kin greeted the other Kasuga with his entrance. "I am glad that you came Kasuga-san," he says, before reiterating the purpose of his meeting from earlier.

Accepting a cup of tea, he took a long draw from the cup before putting it down and wrapping his hands around it to warm his fingers, all the while listening to the explanation.

"Mmm... naturally, my dear cousin and I would have no issue in keeping eyes and ears on merchant and market both, and I believe we both come with parchment and paper aplenty should the need arise to document and take testimony. There will be much that needs to be done inside the walls as there is to prepare for what may be outside of them, if I hear you correctly," he said, picking up the cup for another long draw.

"I'm not fully informed beyond hearsay - the coming forces intend to lay siege to the city for certain, then?"

Chihaya took another sip.
