Commerce is the province of heimin. You command them to do what's expected and punish if they don't deliver. They are not charged with the task to follow Bushido. You are.

Or you could outsource; There's nothing that says relying on experts is against Duty. Unless one's lord's instructions are needlessly specific. People who know how to outfit armies and lose no honor for doing so, for instance.

And don't even charge a fee in such cases!
