A thousand years before the Kami fell to Rokugan, the Naga ruled much of the world. Though their early history was one of internal conflict and warring, by far the bloodiest of these campaigns was launched by the Shahismael, an Asp general who set out to conquer all of the Bloodlines and unite their race together beneath his iron fist. A warrior named the Qatol stepped forward to defeat the Shahismael, but rather than become a tyrant himself, the Qatol instead acted with benevolence, watching over his people at the Bloodlines came together to become a united people.

Although the Qatol disappeared long ago into the mists of legend, his legacy lived on in the form of racial harmony, and for thousands of years, no Naga dared to profane his memory by waging war upon his brothers and sisters. That all changed in the summer of 756 when the Tausha turned traitor against her own people and led her loyal warriors into battle alongside the Empire.

The world had changed a great deal in the untold years since the Naga resigned themselves to the Great Sleep. The Shinomen Forest, which had once covered all of the land, had shrunk down to a mere fraction of its former self, the Nezumi they had once used as a food source had become sentient, created their own civilization, and then lost it with the coming of the Kami and the humans. Exactly what brought the Naga out of their Great Sleep is a common topic of discussion among their people, but many of the newly awakened Naga were angry to find that their rightful place in the world had been usurped by humans.

To make matters worse, the hunters and priests could sense the taint of the Foul not just upon some of these creatures, but in the very air and water of the land. In the time they had been asleep, the humans had allowed the corruption of the southern lands to intensify and spread, and one needed only to cast a glance at the armies of undead and corrupted humans that marched from those corrupted lands to know that the humans were weak and easily tempted by the promise of personal power.

The Naga struck out at the humans, but had underestimated just how quickly the seemingly disjointed factions among their people would come together to oppose them. It was barely a year before the humans were marching a mighty army into the remnants of the Shinomen to take their revenge. Despite the best efforts of the Naga, many of their warriors had either failed to awaken or had simply perished in their sleep, and it soon became clear that the Naga - once the fiercest military in the world - were fighting a losing battle.

As the humans besieged the Asp city of Siksa, one of the military generals of the Asp, the Tausha, approached the humans with an offer of assistance. Long ago, the Tausha had been dishonored by the actions of her lover, the Shahadet, who surpassed her to become the leader of their Bloodline. This dishonor burned within the Tausha, filling her dreams for thousands of years, until the thought of revenge clouded her every thought. While she originally only wished to use the humans as a means toward an end - namely the death of her former lover - she instead found a sense of honor within them similar to her own, and a tentative alliance formed between the human forces and her own Legion.

The Naga who followed the Tausha were of a mixed opinion as to whether the humans could be trusted, but after the Shahadet was dead, the human commander continued onward, leaving the city of Siksa - the most important city of their Bloodline - in the hands of Tausha and her Legion. While some of her advisors suggested that they attack the rear of the human army from their newly refortified position, the Tausha owed a debt to the humans, not just for helping her reclaim her pride and honor in the blood of the Shahadet, but also for trusting her with the management of Siksa.

The war continued onward, and while the humans were unable to slay the Qamar and finish off the thread of Naga reprisal once and for all, the Naga were still left broken and savaged by the war. The only exception was Tausha's Legion, who fortified the city of Siksa and managed what repairs they could to bring the city back into a liveable condition. Over the next few months, Tausha's Legion, as they were referred to by the humans, were visited by a slow trickle of human scholars and diplomats, all of whom were attempting to either learn more about the Naga, impress upon them the friendship between their two races, find some way to turn the Naga to their own gain, or some combination of all three.

The Tausha was also faced with the arrival of other Asps who had sensed her betrayal through the Akasha. Many of these warriors disapproved of her choice and challenged her for leadership of their Bloodline (and were cut down by the Tausha), while others only wished for a better explanation than the confused emotions passed to them through the Akasha. While some of these Asps disagreed with her betrayal and turned their back on Siksa and their Bloodline, far more bowed down to her will and were welcomed back into Siksa. all former conflicts forgiven (if not entirely forgotten).

While rare, the occasional member of another Bloodline sometimes arrived at Siksa, seeking sanctuary within its walls, but these Naga received a cooler reception from the Asps. While they did not fire upon those Naga who approached the gates of Siksa in peace, the Tausha made if clear that the unified race of the Naga was no more. The Greensnakes and Cobra had been decimated by the armies of the humans, the Chameleon simply disappeared, and the vast majority of the Constrictors simply never awoke from the Great Sleep in the first place. In a very real sense, Tasha's Legion were now the last bastion of Naga civilization, and while they had no intention of conquering or enslaving the other Bloodlines, neither would they offer them shelter or assistance.

There are still ripples of discontent within the Akasha, constant accusations of betrayal that all members of Tausha's Legion must endure, but for the most part, the Asp have rallied behind the Tausha's vision of an independent Asp Bloodline. The Vedics move among her warriors, telling inspiring stories of the ancient days of their Bloodline that are echoed by the more distant racial memories of the Akasha. They have not quite managed to drown out the constant siren call of the Qamar urging his shattered people to gather at the ruins of Iyotisha to rally and wage a counterattack on the humans, but every day, it gets a little bit easier.


Character Creation
Creating Naga characters follows the same basic rules as for human characters, but with some notable differences which distinguish them from their Rokugani neighbors. These modifications as listed below to reflect the unusual nature of the Naga who count themselves among Tausha's Legion. Note that these rules supersede the rules for Naga characters found in the Enemies of the Empire book.


Naga Bloodline
    All members of Tausha's Legion are of the Asp Bloodline, who are known for their sturdy bodies and strong minds. The Asp are the most militaristic of all the Naga bloodlines and usually dedicate their lives to martial excellence. They believe in the power of might and typically follow the strongest among their Bloodline. Asp tend to be fearless and determined, and do not often back down either from enemy armies or from opposing arguments.

    Unfortunately, this dedication to the physical often leaves the Asp short in certain aspects. They are prone to hubris and arrogance, far more so than other Naga, and often believe themselves to be superior to the other Bloodlines. The Rokugani phrase "first among equals" is quite agreeable to to most Asp.

    All Asp characters gain a Bloodline Trait bonus of +1 Strength. This bonus is equivalent to the Family Trait bonus granted to human characters.


Naga Schools
    There are three Schools available to Naga: Scout, Warrior, and Vedic. These three basic schools form the core of their civilization and thus can be learned by any Naga. Naga cannot learn schools from other races, even if they have a willing trainer; the differences in physiology and mentality are simply too great to overcome. Note that while the Naga do have spellcasters among their number - the fearsome Jakla, who are capable of focusing their connection to the Akasha into displays of powerful magical prowess - these mysteries are only known to those of the Cobra Bloodline, and thus the Asp of Tausha's Legion do not have access to that school.


Physical, Spiritual, and Cultural Changes
    Naga characters have a number of physical and spiritual changes which separate them from Rokugani characters. First and most obviously is their lack of legs, which makes it difficult for Naga to climb stairways without discomfort. The ancient Naga cities made great use of ramps and inclines to allow Naga to travel from one level of a building to another, but such constructions are all but unheard of among the Rokugani.

    The Akasha Trait: Among humans, the Void Ring represents man's connection to the elements and the ability to draw upon the strength of mortal men to do the impossible. Naga do not possess such a link, instead drawing power from their connection to the Akasha, the great consciousness that connects all Naga souls. For Naga characters, the Akasha Trait replaces the Void Ring and mechanically functions in the same way, including the ability to spend and regain Akasha points for the same effects as Void Points. Spells, techniques, and other effects that target the Void Ring target the Akasha Trait instead, and effects that regain Void Points, such as the Meditation skill, regain Akasha Points as well. The notable exceptions to this are the Tea Ceremony skill, which has no effect on Naga characters at all, and the Iaijutsu skill, which is unusable by Naga characters.

    Skills: Naga characters cannot purchase ranks in the Animal Handling, Horsemanship, or Tea Ceremony skills. Most animals find the presence of a large snake to be rather disconcerting, and the Tea Ceremony ritual is a construct of Rokugani culture which is intimately connected to the Void, a connection which the Naga lack.

    Shadowlands Immunity: At the time of their first shedding, every Naga character undergoes a special magical ritual that renders them completely immune to the Shadowlands Taint. This immunity also leaves the Naga unable to cast maho spells, as the kansen will have nothing to do with such a creature.

    Kyujutsu: Naga archers are taught to aim at their targets, a radical method that seems foreign and completely ineffectual to most Rokugani. Naga characters use Agility instead of Reflexes when using the Kyujutsu skill, both in combat and during events that call for Kyujutsu/Reflexes rolls.

    Languages: Naga characters begin the game knowing both the Rokugani language and their own Naga language. Much of their own language is empathic, with emphases and additional meaning transmitted through the Akasha, making it impossible for members of other races to speak the Naga language with any skill beyond than that of a child.


Naga Glory, Honor, and Caste
    Much like Rokugani characters, the starting Honor of a Naga is determined by their school. This is their Honor as viewed by Rokugani characters; a Naga's standing among his or her own people is represented by Caste.

    Similarly, a Naga's Glory is a measure of how Rokugan views the character; Naga culture cares very little for personal achievement, instead viewing all acts through the lens of what is best for their collective bloodlines and race. To represent this, Naga characters begin the game with only 0.5 Glory and do not gain Glory for increasing their insight rank. However, because any given Naga is readily noticed and remembered by Rokugani characters, any Glory gained or lost by a Naga character is increased by one point.

    Caste is a measure of a Naga's position within the Akasha, and can be considered to be something akin to a combination of Status and Glory. A Naga's Caste determines what jobs they may have and the overall position they hold in Naga society. Naga characters begin the game at 2.0 Caste by default, and may raise or lower that rank by performing actions important to Naga society, as noted below. For members of Tausha's Legion, Caste represents that Naga's position within the Legion; such Naga are seen as traitors by their race as a whole, and thus are considered to have a Caste of 0 when dealing with Naga who do not belong to Tausha's Legion. Because each member of the Legion has pledged their loyalty to the Tausha, all such characters are capped at a Caste of 7.9 (ie, just shy of the Tausha's own Caste of 8.0).

New Advantages

Amphibious [Physical] (3)
You possess gills which allow you to breathe underwater as well as in the air.


Enhancing Mutation [Physical] (5)
You were born with physical alterations that are more beneficial than crippling. You retain your connection with the Akasha and are able to use your changes to help your fellow members of the Legion. These modifications are so minor that they do not impede your status among the Naga. When you purchase this advantage, choose one of the following options:

    Fins: You may swim with ease. You gain a +1k0 bonus on Athletics (Swimming)/Agility rolls and may move as though your Water Rank were two Ranks higher when swimming.

    Camouflaging Scales: Your scales blend in with your surroundings, giving you a +1k1 bonus to Stealth rolls.

    Powerful Tail: The muscles of your tail are stronger than usual, allowing you to move with such speed that your Water Ring is considered to be one Rank higher when moving. If you lose your tail (typically by assuming a human form), this benefit is lost until you revert back to your Naga form.

    Night Vision: You may see in darkness as well as in light and suffer no penalties to Perception rolls in the dark.

    Hardened Scales: Your scales are well formed and strong enough to deflect blows, granting you Reduction 1.

    Regeneration: Your body is able to regrow lost appendages over weeks of rest. However, this process is both physically and mentally draining. In addition, you treat your Stamina as being three Ranks higher for the purposes of recovering wounds after each day of rest. You may not purchase the Lame or Missing Limb disadvantages.

    Poisonous Spit: You may spit poison as a Simple Action, requiring a Jiujutsu/Agility attack. This attack deals 2k1 damage to living targets and ignores armor bonuses to Armor TN and Reduction.

    Venom: Your fangs and claws are coated with a poison that can cripple smaller targets. You gain a +1k1 bonus to all unarmed damage rolls.


Hunter of the Foul [Mental] (5)
You have devoted your life to the destruction of the Foul. You gain a +0k1 damage bonus against any creatures of the Shadowlands, Lying Darkness, or Ashalan.


Shed Tail [Spiritual] (5)
Female only. At the onset of puberty, you learned that you had the ability to alter your form, taking on a typical bipedal shape, though your features remain distinctively Naga unless you take efforts to conceal your features. Shifting from serpentine to bipedal form or back again requires five hours of ritual meditation and the expenditure of an Akasha Point, followed by the shedding of your skin to reveal the new lower torso. You may remain in this altered form indefinitely, allowing you to traverse areas where males cannot go and to mingle more easily among other races.



New Disadvantages

Adrift From the Akasha [Spiritual] (3)
Your link with the Akasha has been weakened, either because of sickness, corruption, or some other source, and as a result you have been alienated by the foreign feeling of being alone. You suffer a -1k0 penalty to Social Skill Rolls. This penalty increases to -1k1 when dealing with Naga characters.


Cursed Mutation [Physical] (5)
You were born with physical deformities that must be overcome to find your place among the heroes of your civilization. These defects are visible to those around you, and other Naga wonder if you are a representation of weakness or corruption within the Akasha. They are loathe to interact with you lest they suffer the same ignoble fate in their next life. Whenever you would gain Caste points, you gain one less point, and when you lose Caste points, you lose an additional point. In addition, you must choose one mutation from the following list:

    Weakened Health: You are smaller than your fellow Naga and your body has always been frail. Your Earth Ring is considered to be one Rank lower for the purposes of determining Wound Ranks and resisting poisons and diseases. This disadvantage is cumulative with the Bad Health disadvantage.

    Brightly Colored Scales: Your scales are a sickly color that catches attention. Other Naga who see your colorful scales are often dismayed and fear contagion. You suffer a penalty of -1k1 to all Stealth rolls.

    Albino: Your scales are a pale white color. You are unable to step into direct sunlight without feeling pain throughout your body. Each time you join a thread set outside during daylight hours, you suffer 1k1 (exploding) Wounds.


Terror of the Foul [Mental] (3)
You have had several traumatic experiences with the Foul in past lives that have left you with an irrational fear of facing such enemies again. All your TNs are increased by +5 when you are near creatures of the Foul (Shadowlands, Lying Darkness, or Ashalan) or facing them in combat. Additionally, you suffer -1k0 on your damage rolls against such creatures.


The Madness of the Shashakar [Mental] (3)
For countless generations, the Shashakar - the leader of the Cobra Bloodline - had been reborn within the Well of the Cobra and not within the eternal mind of the Akasha. While this enabled the Cobra to hide their secrets from the other Bloodlines, it also drove the Shashakar insane through inbreeding and isolation. When the humans killed the Shashakar, his soul returned to the Akasha, poisoning it with madness and terrible knowledge. You are one of the victims of this madness, and your mind has warped from contact with the Shashakar's twisted soul. As a result, you sometimes have vague dreams about the future, but each day your TNs are increased a cumulative +5 penalty until you spend an Akasha Point to cleanse your mind of the steadily encroaching madness.

Naga Schools

Naga Warrior [Bushi]
By far the most common profession among the ranks of Tausha's Legion is that of warrior. The Naga Warriors form the backbone of their race's armies, and are fearless in battle, striking out against impossible odds to defeat their enemies. The Naga live in a martial society, and their training has been honed by thousands of years of warfare against the foul, making each warrior more than a match for any given Rokugani bushi.

    Benefit: +1 Reflexes

    Skills: Defense, Hunting, Kenjutsu, Kyujutsu, Spears (Naga Spear), Lore: Shadowlands, any one Bugei Skill.

    Beginning Honor: 4.5

    Outfit: Light or Heavy Armor, Sturdy Clothing, Naga Spear, Bow and Twenty Arrows, any one weapon, Traveling Pack, 3 (non-magical) Pearls


Techniques:
    Rank 1: The Soul of the Naga: The first lesson taught to Naga Warriors is how to allow the Akasha to guide their hand. Once per turn during a skirmish, you may gain a bonus equal to your Akasha Trait to the total of any one roll (except damage rolls). This bonus doubles against creatures of the Foul (Shadowlands creatures, creatures of the Nothing, and Ashalan).

    Rank 2: High Strike: The Naga Warrior learns how to rear to his full height, rising over his comrades in the front lines to strike at the enemy. As a Free Action you may rear up onto your tail to tower over your enemies. While you are standing tall in this way, your Armor TN is lowered by 5 but you add +2k0 to all melee attack rolls against non-Huge targets at ground height. You may drop back to your normal stance in the same Round as a Simple Action, or as a Free Action on a subsequent Round.

    Rank 3: Chosen of Qatol: The Naga Warrior is a consummate fighter, never relenting in the face of his enemies. You may make attacks as a Simple Action instead of a Complex Action while using a weapon with the Naga keyword.

    Rank 4: The Akasha Protects: The Naga Warrior is never alone, knowing that his connection to the rest of his race cannot be severed. Once per skirmish, you may activate this Technique at the start of any Round. While active, you gain Reduction equal to your Akasha Trait for 3 full rounds.

    Rank 5: Heart of a Warrior: The Naga Warrior never falters or stops, as the Akasha cleanses his soul. You may spend an Akasha Point as a Free Action during your Turn to remove any one Status Effect on yourself. If you are Stunned, you may still use this Technique, but doing so counts as a Simple Action instead.



Naga Scout [Bushi]
The Naga have always been at home in the wilderness, and the greatest of their cities were built within forests and beneath the sea. Their chosen habitats often hold great mysteries and dangers that need to be dealt with before their cities can be considered safe. The Naga Scouts solve these mysteries and plumb the innermost sanctuaries of the forests and oceans, becoming masters of moving without making noise or disturbing their surroundings.

    Benefit: +1 Perception

    Skills: Athletics, Hunting (Tracking), Investigation, Kyujutsu, Lore: Shadowlands, Stealth, any one Bugei Skill.

    Beginning Honor: 4.5

    Outfit: Light Armor, Sturdy Clothing, Bow and Twenty Arrows, any one weapon, Traveling Pack, 2 (non-magical) Pearls


Techniques:
    Rank 1: The Silent Hunter: The Scout is skilled at ambushing his enemy before his presence is known. When attacking a target that has not yet acted in a skirmish, you gain a +1k0 bonus to your attack and damage rolls. This bonus doubles if the target is not aware of your presence. Additionally, you may ignore any penalties for wearing light armor.

    Rank 2: Eyes of the Eagle: As the Scout advances, he learns how to spot the minutest details around him, such as the remnants of a trail in the dead of night. You may add a bonus equal to twice your School Rank to the total of all Perception-based Skill Rolls you make, and you no longer suffer any penalties to Perception rolls due to low light or darkness, save for in areas of absolute darkness (where you are still considered to be blind). In addition, whenever you spend an Akasha Point to augment a Hunting (Tracking) Skill Roll, you gain a bonus of +3k1 instead of +1k1.

    Rank 3: Arrows from the Woods: The Scout learns to defeat his foes before the enemy is even aware of his presence. You may make attacks as a Simple Action instead of a Complex Action when using a bow.

    Rank 4: Piercing the Heart: The Scout excels at taking advantage of teamwork and cooperation to quickly bring down larger targets. When attacking a target wearing armor, you may ignore any Reduction provided by armor. When attacking a Huge target, you may ignore all the target's Reduction (no matter the source). In addition, you may add your ranks in Hunting to all damage rolls made against Huge or unarmored targets.

    Rank 5: Restless Hunter: The Naga Scout learns to push aside the stresses of his own body when on the hunt, relying upon the focus of the Akasha to continue beyond his own means. You may function at full capacity without sleep, food, or water for a number of days equal to your Akasha Ring. Once these days are past, you must have food, water, and at least four hours of rest to continue functioning at the best of your ability, or you become Fatigued at the start of the fourth and every subsequent day. During this period of heightened activity, you gain a +1k0 bonus to all School Skills.



Naga Vedic [Courtier]
The Naga Vedics serve many different roles within Naga civilization and hold high positions in their society. Vedics who serve the Bright Eye teach the Naga young and heal the sickly, while those who serve the Pale Eye are magistrates who render judgment in disputes between different Naga. No matter what role they play, all Vedics are widely known and respected for their wisdom.

    Benefit: +1 Awareness

    Skills: Courtier, Divination (Astrology), Etiquette, Lore: Naga Law, Medicine (Naga), Meditation, any one Lore skill.

    Beginning Honor: 6.5

    Outfit: Silk Clothing, Hunting Knife, Traveling Pack, 4 (non-magical) Pearls


Techniques:
    Rank 1: Reflecting Calm: The Vedics are often diplomats and negotiators when situations require a calm eye and an unshakable mind. As a Complex Action you may make a Contested Courtier/Awareness roll against the target's Etiquette/Willpower to impart the calm of the Akasha on any one target. You gain a +2k0 bonus to this roll when targeting a Naga character. If the roll succeeds, you sway the target's mood to be more amenable to your position; you a Free Raise to all Contested Social Skill Rolls made against the target, and any attacks the target makes against you suffer a -1k1 penalty. These bonuses last for the rest of the day, or until you take a hostile action against the target, whichever comes first. You may not attempt to use this Technique on the same target more than once a day.

    Rank 2: Willful Harmony: Vedics are trained to be as adaptable as possible, learning from and improving upon the ways of others. With this knowledge, the Vedics teach their fellow Naga the importance of willful harmony - choosing your own path in the world instead of being given one. Each day, you gain a number of "Harmony Points" equal to your School Rank. As a Free Action on your turn, you may grant a friendly Naga character within 30 feet one of these Harmony Points, which they may spend exactly as if it were an Akasha Point. Vedics with this technique may not spend Harmony Points themselves (even if granted to them by another Vedic) and any unspent Harmony Points are lost at the end of the day.

    Rank 3: Heartbeat of the World: As Vedics advance, they become spiritual icons within Naga society, and the Akasha reflects this belief by imbuing its Vedics with spiritual power. You immediately gain an Inner Gift of your choosing (subject to GM approval).

    Rank 4: Finding Harmony Within: The Vedic is calm at all times, balancing his personal desires with the will of the Akasha. The number of Harmony Points you generate each day increases to your School Rank plus your Akasha Ring, and you gain a +2k1 bonus to any Social Skill Rolls made against a character with at least one Harmony Point. In addition, you may now grant Harmony Points to friendly characters who are not Naga, but doing so requires you to expend two Harmony Points for each Harmony Point the target gains.

    Rank 5: This Body is a Shell: At this point, the Vedic begins his endless journey towards Atman, delving into the most remote regions of the Akasha. Once per day, you may spend either an Akasha Point or a Harmony Point (overriding the restrictions of the Willful Harmony Technique) to replace this Technique with any Rank 1-4 Technique of another basic Naga School (but not a Path or Advanced School). This replacement lasts until the end of the day, at which point the replaced Technique reverts back to this technique.

    If you choose to gain the Shining Heart technique of the Naga Jakla School, you gain the ability to cast spells like a Jakla and must choose one spell of each Mastery Level from Ranks one through four, which you can cast directly through the Akasha, without needing the appropriate magical pearl. Once chosen, these spells cannot be changed. If you have access to magical pearls, you may cast the spells stored within those pearls as normal.



Naga Jakla [Shugenja]
The Naga Jakla act as conduits of the mysteries of the universe, channeling the power of the Akasha into displays of magical prowess. Because the Jakla School is restricted to members of the Cobra Bloodline, the Asp of Tausha's Legion may not take ranks in this School. Its Technique is presented below as a reference for the Rank 5 Technique of the Naga Vedic School.

    Technique: Shining Heart
    The Jakla learns to hone his focus until he can tap into the magical powers that lie within his pearls. Every day, you may cast two of your spells without expending spell slots. You gain one Free Raise on spells cast in this manner.

Naga Equipment

Naga Scimitar
The Naga Scimitar is a heavy curved blade that uses its weight and momentum to deal most of its damage. The weapon relies on strength over finesse and is structurally weaker than the traditional Rokugani katana. This sword is mainly used by the warriors of Naga society and is mostly eschewed by scouts, vedics, and jakla.

Naga Spear
The Naga spear appears to be similar to a yari at first glance, and the weapon is similar in function. However, the spear is larger to accommodate for the larger frames of the Naga, measuring seven to ten feet in length. It can be used one or two handed by a Naga with ease, but humans (or Naga females in humanoid form) must use two hands to wield it, due to its length. All Naga warriors are trained in the use of these spears and it is a quite popular weapon among their people. The Naga spear is often used as a deadly piercing weapon at extreme ranges; Naga warriors like to rear onto their tail and strike with spears from the second rank of battle.

The Naga spear can be thrown short distances. However, since the Naga have many options at a distance, they rarely choose to use their spears in this manner.
