Day 12 [Late Morning] In Session (Open)

Otomo Ryuji arrived at the castle courtroom. He again found no governor there and there were no other samurai. It was nice to not have to hear opposing views about what was going on in the Empire. For the moment, he entered the courtroom to enjoy the calm and quiet.

Mean leans against the doorway, one leg bent at the knee and her foot placed on the wooden frame.

"Good morning." Ryuji replied looking over his shoulder. When he recognized Mei, he turned around and bowed.

Mei pushes herself off the doorway in a languid motion full of grace and returns the bow.

“Are you the new master of the court, Otomo-sama?”

Ryuji chuckled.

"You flatter me Miya-san. It would be a most esteemed honor bestowed on me. Alas, I am not a Master of Court. I trust the blessing of Inari-no-kami has been upon you this morning?"

Mei nods.

"I have."

Looking around, Mei makes an exaggerated motion.

"With no Governor, order needs to be established. Yesterday was chaos here. I don't see why you should not be."

"If I didn't know any better, it sounds like you are suggesting that I be appointed for such a task."

Ryuji paced a bit.

"You are right. Without the governor here, everyone is just sounding off and nothing is getting done. Someone needs to bring stability back to the court."

"And, with this being a Clan court, should any other clan member attempt to instill order, it would be seen as a slight. Being an Imperial however, I believe the slight would be ignored."

"This is partially why we exist after all, to bring order and protect Imperial interest, no?"

"It is not flattery, simply observation. Though if I were to flatter someone of the Families here, it would certainly be you instead of Seppun-sama"

Mei takes a few steps forward.

"I'd be interested in what you would do were you the court master."

Ryuji paced around Mei eyeing her.

"A master of the court should be neutral and allow all sides to be heard but should also control the flow of issues so that nothing gets missed."

Ryuji rounds to Mei's left side.

"There haven't been many petitions heard in court and this city is taking in refugees. Who is seeing to the needs of the people? This is where delegation comes in."

Ryuji now faced her.

"I would work in a capacity to insure petitions and double our efforts for securing the cities defenses. The master of the court should be neither Crane or Lion. The Scorpion should not be included for they will manipulate things to their own in. We, the Imperial Families are the bridge and link between the throne and the clans. The clans need to be reminded of that."

Ryuji offered a faint smile to her. "Your thoughts?"

"I think that is a solid idea. Though I wonder if with the recent proclamation from Seppun Kato if people would not see it as a grab for power. I wonder if there is another way.."

Mei places a fingernail on her lower canine, casually chewing it lightly in thought.

"Perhaps every day a new leader of the court, but the same support staff? The Imperial Families ensure the actions are done, but each day a new clan gets to lead? I don't know. Perhaps more would get done if everyone had to work together in order to get things done. "

She waves a hand.

"In any case, what would you do about the debates going on about the leadership of our great empire?"

“Nothing. Debates are the cornerstone of order. People love to debate. People love offering their opinions no matter how trite they may be. The real joy of debate is watching those who speak without knowledge. They make for perfect pawns.”

"Ah. Using it to find weakness. That is a good plan. Though I grow concerned about so many beginning to speak out against the Crown Prince. It sets a poor precedent, does it not?"

“Only for those that do. Never interrupt someone who is being foolish. If you interrupt them, you run the chance of being as, if not more foolish than them. I like it when people make my duties easier.”

“I wondered why you were so quiet last night. Who did you see as the fool there? You cannot offend me with your answer.”

“In my experience, it is best to talk less. Sometimes the more one speaks on matters, they bring about hurt upon themselves and others. Sometimes the more someone may know something about you, they can use that to hurt you. It’s no wonder why the Scorpion have the saying, ‘never fear an enemy, only a friend can betray you.”

Ryuji walked towards the dais.

“It is good to always listen more and talk when necessary. Never miss an opportunity to shut up.”

Mei sends a chuff of air out of her nose.

"Well, that is insightful. I'll have to keep it in mind."

She eyes Ryuji again, contemplation deep in her eyes.

"What is your goal, Otomo-sama?"
