The Otomo have a very important job beyond being a dumping ground for the Hantei.

That job is ensuring that the Clans never become powerful enough or form strong enough alliances to threaten the throne.

The Imperial Families also do a whole lot of Imperial Bureaucracy-ing.

The Ministry of Exchange, Service, Territories, Justice, Martial Levies. Archives, Proclamations & Protocols... they all get run by many of the members of the Imperial families.

I think its:
