I was under the impression that one of the big reasons the Imperial Families exist is to strip the title from brothers and sisters, lessening their claim.

Yeah, the Otomo is mostly the "Hantei's kids who aren't going to inherit the throne"-Family. Some cases in the other Imperial families too, of course, but Otomo is the main one.
