I think for ease we looking at it as either:

You were at the wintet court and travelling this way escorted by the Lion after the Emperor was assassinated

Or

You were in/near the area of TnO

A few people in the TnO list were not in TnO when it started, just put there because they were not in the Winter Court

While we did not start at court, the refugee wave is where Nori-kun and I came from. So no deep bonds to anyone.

Chiyo spent an uneventful winter at Kyuden Agasha. It was much nicer than her last trip to the mountains.

She is on her way home and will likely have arrived ahead of the WC contingent.

I seem to have misunderstood for this one; Morikage Toshi is THE Winter Court, correct? Not just A winter court?

If so, did the City of Remembrance have a winter court of its own?

There are many winter courts, just one has the emperor visit, however.

Correct, Morikage Toshi was *THE* Winter Court, as it was the Emperor's.

Toshi no Omoidoso probably had it's own winter court as well.

Since winter is a time of sitting in one place (travel is pretty difficult with all the snow and blocked passes), it is a time of politics because you might as well do something sensible with all the spare time. So a lot of places have their own winter courts even if it isn't the Emperor's Winter Court, ranging in prestige and importance. Major places like Kyuden Doji, Kyuden Kakita, Kyuden Bayushi, Kyuden Asako, any of the Imperial holdings, and other major clan holdings are prestigious courts. A Governor's court is of lesser importance to those.

Okay, so Yukarin shouldn't be on the refugee list then. As a status 1 newly minted Crabsicle, she was at A winter court, not THE Winter Court.

Toshi no Omoidoso's would be my assumption.
