That response softened his expression somewhat. "Truly, they have."

He continued to act as much as a roadblock as anything else, covertly grateful that Kayou seemed to be good at managing people. For a time he was silent.

Finally, he cleared his throat again. "As I understand, suffering in this life is because of misdeeds in the last. Is that so?"

Having had a negative reply about the matter of his inquiry, Seitouna still works to ease the peasantry.

It's a small thing, he thinks, but one I can certainly do.

And he does on a Courtier roll of 23, making things just a little bit better in his own small way.

But I do not want to disappoint Asakuro, he thinks.

Yukinaga arrives in the streets to see chaos he moves through doing his best to calm people and assert a sense of direction to the crowd "We understand you are afraid, please keep order so that we can resolve this as quickly as possible and help as many as possible."

His voice reached a few ears and the immediate area around him seemed to be slightly less riotous than the whole.

Wasako had spent time at the temple earlier and caught the trickle of people who came from the refugees but wasn't prepared to be right in the heart of it. Curiosity got the better of her as she was exploring the town further and she found herself almost wading through the thick crowd of people who were going the opposite direction. She found herself pestered shoved as the refugees were either looking to get out of danger or just rest their weary bones. Even in a sea of people, there was little comfort provided to the cutting chill in the air and the pang of hunger driving desperation.

Overwhelmed, Wasako tried to calm the people around her as they look for refuge. It was unlikely that a true emperor of Rokugan would sow this much misery, at least to the best of her knowledge. However, her reason fell on deaf ears and she found herself shrinking back to the sidelines, leaving everyone else to the mercy of each other. Despite feeling helpless, she took this as one of many lessons learned here.

Hachi had only wanted to get to the bathwaters again. The Fortunes, it seemed, had other ideas, however.

He was able, just, to keep his balance, and then hears words that remind him of Master Kenshin. This despite knowing that the Master had passed since he started his pilgrimage. He heads in that direction, and notes his clanmate, Asako Tamaki.

He notes a few that are unhappy at not getting huts of their own - there are only so many huts available yet - so he attempts to suggest that the Heaven's are watching, and helping as they can. And to trust in the promoted hierarchy to help them as they can.

Despite not being a good speaker, he manages to convince them to give it a little more time.

"I see." Touki rumbled in his deep voice. After a moment, an ironic smile touched his lips. "I don't know if it that complexity is more of a comfort or a grief."

He gave her a quick nod. "But I suppose you do not say it to be either. That's just how it is?"

Nagiko once again decided to do what she believes it is the right course of action. She has no true interest in the politics of this situation, all that she does is about the true implications surrounding Heavens', the Spiritual Realms and the Celestial Order.

Though the refugees where desperate and frankly fearing for their lives, Nagiko offered with the best of her abilities words of comfort and tranquility. They were safe now. Seeing so much death may have swayed her opinion as she saw the wounded.

It was not much, but maybe her opinion could be shifting, though she still believes that there's much unknown here to give a definitive answer to herself on what is the best course of action for the future.

Myo-en finds a spot for her jars and sets them down carefully before making a Dragonish bow, left hand cupped over right, "I only have a little skill, but my hands are willing. And I have seen a few field hospitals, enough to know a skilled doctor if I see one at work." She glances over her shoulder at the swirling crowd. "Did you blow in from the north with these people? I don't remember seeing you in this city before... though I have only been here since autumn."

As Manami circulates asking the refugees, carefully considering every prayer to the water kami for healing, she encounters an elegant Mantis, perhaps a bit out of her element, but trying likewise to aid where possible.

"You're doing the right thing, Mantis-sama," Manami calls to her. "Presence is the first step to action." The young Dragon immediately crinkles her nose, realizing how monk-like that sounded. "I mean... Well, presence is a good start to things."

Nagiko turn around to see who was talking to her. It was a, apparently dragon, shugenja. Or at least that is what Nagiko could tell out of her unremarkable clothing, only a wakizashi and what appears to be a scroll satchel.

'' I suppose so, hmm Dragon-sama '' Nagiko shrugs, her fan covering her features. '' This one is Nagiko, from the Islands of Spice and Silk.'' She bowed to the dragoness as she presented herself.

"However, this is a large amount of people. I am confident that my superiors have already planned for this, and resources are being prepared."

she peered back at Sara.

"Hopefully this situation will not be a common one, but I wonder how the other clans may deal with such a situation it these attacks become more widespread."
