Unlike D&D, magic and particularly permanent magical enchantments, are exceedingly rare in Rokugan. In former editions they tried to make them more accessible, but really it never quite took, so they returned to the old way in 4e. There's no formalized rules on the creation of a nemuranai or what its powers will be. They're as Mogami said, always unique. They aren't always powerful, but they're always unique.
All four items will be created with a single effect that MS came up with ahead of time, or they'll each do something minor or cool. Unless we're talking the ancestral blades and armor of the clans, they generally aren't game-breakingly powerful. If we're talking about those... well, they're in the hands of NPCs, so yep.
