The snow-choked streets of the city are overcrowded and difficult to move through due to the overwhelming number of refugees from Morikage Toshi. The wounded and injured are everywhere, many of them hampered by snow and cold as much as the blades of the enemy.

Morale is low, and they are looking for any voice in the crowd to give them hope... and to tell them what to believe about the future.

Among the refugees and people of the city, the tack of arguing some precedent or procedure seemed like it would be far less effective to provide hope for the future was far less effective.

Instead, Ryuuta Kin went with trying to bolster support by trying to ease the minds that were scared.

Speaking to a decent sized group, he kept argument out of the conversation. "Please, be aware that the Imperial families have your well-being in mind. Ever have they seen the wisdom of the heavens and the heavens have done their best to guide us safely in dark times. The Son of Heaven may be gone, but those that he has invested with his authority continue to do their best to see us safely through troubling days. Have faith, for in that faith we are all stronger! Trust and understand that we all seek to care for one another. Those above and those below are all facing the same threat and losses even if we face it in different ways."

The Lion magistrate pressed against the crowd with yoriki and doshin with the aim to step the uncontrollable spread of refugees across the city. Her sashimono could serve as the flag to rally around.

"Stay calm! Chaos is what the usurper wants! Only legitimate order and trust in your true superiors can save you!" She was unused to shouting, but she could do it convincingly enough.

A weird combination of Lion and Scorpion was among the crowd, trying to calm people down.

Sara did look strange in Lion colors, unlike her usual red and black.

Still, she was here to be a calming influence, if she could.

"Minna-san." Said the Lion cosplayer. "Do not be afraid, you are safe here. The Shimizu will save you and protect you, and this too, will pass, after the Empress has taken action and the Traitor has been dealt with."

Bayushi Sukekage hits the streets, offering what comfort he can to the people while calling on them to trust in their defenders and the righteousness of the Heavens.

"The Celestial Order," he says to all who would listen, "will not stand idly by and allow your suffering at the hands of these unnatural beings go unanswered. Yes, unnatural! Though one may claim the name Hantei, it is known that there is a proper order to succession descending from the Favored Son of Heaven, one that does not allow for past emperors, living or returned, to usurp leadership from a proper inheritor. Trust in us, and in Hantei Tokiyo, and you will be delivered!"

The Shakanar spoke to the refuges as they came in, keeping them calm, speaking of the safety of the lion's walls, of the places being prepared for them, the food being gathered. That they were safe from the rage spirits of the traitor here. That the celestial order would see their side as the true side.

Often people would be wary, but he would talk his way close, and his words struck home, with peasant and samurai alike. He comported himself with honor, and he made many new friends that day, including some children that tried to teach him how to pay Kemari. He was quite bad at it, but it made the children and the adults laugh, so it was work well done.

Homura kept her voice strong, spreading belief among the people, and guiding them as only a true Lion could.

Noticing the large snake in the crowd, Kin approached The Shakanar and bowed to him after he had spoken to a group of refugees.

"It is good to see you again. It has been some time Shakanar," he replied, emphasizing the proper Naga pronunciation of his name as much as the human body allowed. He bowed to the snake man as would be appropriate for their relative stations as he could understand them, which was basically equal among the two different cultures.

He bowed back to Ryuuta Kin, matching his bow perfectly. "It is good to see you as well Ryuuta-sama. I am...attempting to help where I can. That is what allies do, is it not. The number coming in....I worry of what chases them. Stories are....brutal." he shuddered a little, keeping his voice pitched low so as to not be overheard.

"It is not pleasant," the Piranha agrees, but not wanting to elaborate in a scare, cold and hungry crowd fleeing that very threat.

"When we last left each other you said that you were seeking some sort of knowledge. I don't know if you've found what you are looking for but I had a conversation with a historian last eve. She was very curious about the Naga's culture so I offered to introduce in the spirit of information exchange. Is that something that The Saravya and yourself would be interested in?"

"Your descriptions of the events in those places were quite bad. But I have no personal frame of reference for comparison. All that I know for certain was that the Emperor was not killed in either of those situations. "

"Imagine how the Legion would feel if The Tausha was killed by an Asp that she trusted and you will understand how we feel about the murder of the Son of Heaven. Not an exact analogy, considering the differences in how our people experience and process things, but it would be somewhat equivalent. That is why these people need guidance and reassurance right now," Kin states.

Or the faint echos of when The Shahadet slew the warlord of the asp that attempted to kill the other bloodlines. I know all too well how that feels." He spoke softly, but with pain that was personal. "And that is why I strive to do all i can for these people, and to aid your people. Because i know how that pain feels."

Maybe if she'd change her breathing, to align more with the Air that accompanied so many people, she'd manage this better.

Pushing through the discomfort and unpleasantness of it all, Tsukimi set about to quietly help people, rather than speaking.

Homura caught sight of the Scorpion in yellow, and was amused.

Perhaps the Heavens saved you from the most embarrassing fate if that's the best you can do.

Homura approached, giving the woman a smile and a bow.

"Shimzu-san, your diligent work on commendable. I do not believe we have met? I am Ikoma Homura."

It wasn't the best attempt to lie, and Sara if she was semi-decent at spotting lies would see through it, as Homura still had an amused expression on her face.

She looked down at her clothes, and feigned surprise. "Oh, gomen! I figured borrowing a Lion kimono would let the refugees feel better and safer."

Homura tilted her head, looking at the crowds (ooc - Lions shadow 1 activated vs SAra, the Snek and Tsukimi) before looking back at Sara.

"It's a curious idea, but surely someone trying to impersonate a Lion may cause more panic?"

There was a bit of a smirk on Homura's face.
