As him offering to marry his sister to the guy seems to imply approval.

As to support for Emperor that we'd know in character, I doubt anyone would say the Scorpion champion supported anyone yet. After all, the former Emperor died only about a week ago. I doubt any champion has made a public statement of support for anyone. It'd be safe at least to say he doesn't disapprove of the man.

Marriages are inherently political statements, especially at that level. The Scorpion Champion wouldn't marry his daughter/sister/whoever to a guy that's claiming to be the rightful Emperor if he didn't back his play. Because if Kato dies, which is really the only option if his play fails, the person in charge isn't going to spare Mrs. Seppun.

It doesn't seem like too much of a stretch to make that inference.

But Kato didn't claim that before the former Emperor died, or at least, I don't believe so. The marriage would have happened before such a claim in that case.

It seems to be a betrothal only so far, but once it's been announced at that level, it's a point of no return without major loss of face. Wars have been started for less.
