Closing the gates was just a partial solution; a lot had been let in and now stuck all across the city by impromptu efforts of several self-appointed quartermasters. There had been too little screening, and the threat of infiltration was significant.

So Matsu Kōgyoku was out and about, looking for troublemakers and saboteurs who would use the late hours to do the usurper's bidding... or just engage in criminality.

Another Matsu walked the streets late at night as well. Kept awake by the cries of those still outside the city? Highly unlikely. Her concerns were closer to Kogyoku's as the one-armed lion made her own rounds. Spotting a fellow Lion she came to a stop and bowed low. Both had been stationed here over the winter so she was passingly familiar with the woman before her though Chinatsu hadn't spent much time speaking to her before now.

"Matsu-sama, how goes the night?"

"It feels like the forces of chaos are taking a breath." Kōgyoku said, acknowledging kin with a quick bow. "Just like in the morning, much worse a situation can break loose at any moment. A time both precious and precarious. Maybe the next disturbance can be snuffed out before it spreads and compromises our resilience."

Chinatsu's eyebrows rose a fraction at that. A little dramatic, this one.

"From your lips to the Fortunes ears." Chinatsu responded, looking around a little. "I hope I am right that it will not be a long siege, should it come to that."

"We can only presume the strategic approach of the usurper." Kōgyoku remarked. "There's no way of telling for now. The refugees have disadvantaged us, however."

Chinatsu nodded at that, hoping that the food would last long enough. "Hai, but he cannot wait here for long. Every day he spends here is a day Otosan Uchi has to prepare and bring more troops to bear against him." She glanced at Kogyoku.

"Perhaps they have, but as proper samurai we had little choice but to bring those whom we could inside the walls to protect."

From not far, Shukei saw the magistrate and came up close holding his lantern in his left hand to guide himself in the cold night. "Matsu-samas" He added while coming up close to the two woman and bending in respect before them. "I hope you have had your rice on this cold day."

Chinatsu shrugged, completely oblivious to whatever was happening. "They are peasants, Matsu-sama. Scared peasants at that. We're lucky they didn't break the gates."

Her gaze moved up to the Kitsu and she bowed slightly to him. "Kitsu-san. A bit late for rice, isn't it?" She quirked an eyebrow at him.

Kōgyoku and Shukei both catch sight of a slight figure in a hooded traveling cloak moving through the crowd of refugees in a suspicious manner.

The shugenja looks to the two Matsu, a minimum change in his expression as he gestures with his eyes towards a figure that seems to be moving through the crowd. He keeps his tone in the same way, in case the figure is looking there way, and with the same amicable expression on his face says to his companions. "I am afraid there might be someone suspicious nearby."

Being a courtier and not a bushi, Chinatsu gave Kogyoku the lead before following, her left hand resting on her obi near her wakizashi.

The figure seems to notice their approach, for it veers away from it's intended path and towards a large group of refugees that might conceal its presence. They weren't running, but there was definitely a briskness to their step.

The Kitsu looked about, trying to remember the streets of the area, trying to figure the direction of the figure, as well as how to interrupt him. There might be another way, but the main thing was to not lose sight of him, so the shugenja also looked for a place that could give him a higher view.

"My magic can make you quicker, but not faster in your movement." He replied as he left his lantern down and took out his scroll, to start his chant, waiting for her approval to continue.

Heavy armour or not, she could make it. She was a Matsu. She would close on the man, sasumata ready to pin him down if he resisted.
