Scenario: Refugees from Morikage Toshi have fled to Toshi no Omoidoso ahead of Hantei XVI’s armies. They bring with them stories of bloodthirsty samurai, many of them Lion, rampaging through the streets of Morikage Toshi and slaughtering anyone they find. Worse yet, some of the refugees claim that the Hantei is preparing to march south on Otosan Uchi… a path that will take him directly through Toshi no Omoidoso.

The stories are horrifying, and every hour brings hundreds more of them to the City of Remembrance. The city’s officials are overwhelmed with trying to prepare for a possible invasion, and have asked some of their distinguished guests to help them deal with the logistical nightmare that is the refugee situation.


Participants: Eight characters.


Imperialist Victory: 800 or more refugees are successfully led through the gates, given shelter, and fed. All participating characters earn the praise of the city’s governor, Shimizu Kendo, and gain +1.0 Glory.

Imperialist Bonus: If 1100 or more refugees are led through the gates, given shelter, and fed, all participating characters become local heroes. In addition to being labeled heroes within Toshi no Omoidoso, each such character gains the Favored of the Court (Toshi no Omoidoso) and Hero of the People advantages.


Traditionalist Victory: Less than 800 refugees are led through the gates, given shelter, and fed. The hordes of refugees outside the city gates begin to panic and fight as the Hantei’s forces arrive at Toshi no Omoidoso, leading to a riot. Each character in this event and in the Day 2 Influence Thread suffers 4k2 damage as the gates collapse and refugees swarm into the city, fighting to reach safety.

Traditionalist Bonus: If less than 500 refugees are led through the gates, given shelter, and fed, then large numbers of the refugees become infected with Toshigoku’s rage as the Hantei’s armies reach the city. Each combat event for the remainder of the game will contain additional Rage Mob enemies.


Rules: This event has three steps that each character must attempt. A character can attempt to cast one spell or kiho before each step of this event. If the duration of the spell or kiho is three hours or longer, then it applies to the entire event; otherwise, it ends after that step of the event.

If a character fails their Spellcasting roll by the margin imposed by the Black Scrolls (i.e., if the Spellcasting roll only failed because of the +6 penalty), then they have become so sickened that they are unable to further participate in this event.


Crowd Control:
    Before anything else can be done, the refugees have to be calmed down, moved away from the city’s gates, and counted. This is easier said than done, however, because the situation at the gates is approaching a riot. People are fighting to get to the front of the crowd, samurai are trying to force their entourages past the hordes of frightened heimin, and everyone is worried that the Hantei’s bloodthirsty armies will show up at any moment.

    Calming a portion of the crowd down and leading them through the gates in an orderly manner requires a TN 15 Courtier (Manipulation)/Awareness roll, which allows the character to get 50 refugees through the gates. For every successful Raise, the character gets another 50 refugees through the gates. On a failure, the character fails to gather any refugees but may still attempt to find shelter and food for refugees gathered by other characters.

    Characters with the Tactician advantage gain a Free Raise on this roll.


Finding Shelter:
    Once the refugees are through the gate, the character will have to find them some sort of shelter within the city walls. This can be accomplished with either a TN 15 Engineering (Construction)/Intelligence roll to organize the refugees to construct some make-shift shelter, a TN 15 Commerce/Intelligence roll to purchase some warehouses that can be transformed into housing, or a TN 15 Craft (Carpentry or Woodworking)/Intelligence roll to build a single large communal housing building for the refugees.

    A success on the chosen roll provides housing for 50 refugees, plus an additional 50 refugees per successful Raise. If the character provides more housing than the number of refugees they moved through the gate, any excess housing will be applied to other refugees in this thread at the thread’s conclusion. On a failure, the character fails to find any shelter but may still attempt to find food for refugees gathered by other characters.


Feeding the Masses:
    Though safe and housed, the refugees are still hungry and must be fed. Unfortunately, Shimizu Kendo, the governor of Toshi no Omoidoso, has begun stockpiling the city’s food in preparation for a siege and seems unwilling to use it to feed refugees over fighting samurai.

    A character can obtain food for the refugees by making a TN 20 Courtier (Rhetoric)/Awareness roll to convince Shimizu Kendo to release some food to the people, a TN 15 Temptation (Bribery or Seduction)/Awareness roll to convince a Lion samurai to open up the granary (with a Free Raise if the character has the Blackmail advantage for a Lion character that could reasonably be in the city), or a TN 15 Commerce/Intelligence roll to make a deal with a Crane merchant to obtain food (which also gives the character the Obligation disadvantage (3 pts) to a Crane merchant).

    On a success, the character obtains enough food to feed 50 refugees, plus an additional 50 refugees per successful Raise. If the character provides more food than the number of refugees they moved through the gate, any excess food will be applied to other refugees in this threat at the thread’s conclusion.

The Hilsilage can smell the chaos on the wind, and springs into action to bring harmony to the madding, angry crowd.

The Hilsilage raises himself up on his tail as tall as he can and beams widely to the gathered throng.

"Please, form an orderly line along the direction I have pointed my tail and take a careful count of yourselves in whatever denotation you've been taught."

The cheerful bellow of the snake is alarmingly effective. The Hilsilage is shocked to find how orderly his refugees become.

"Yes, very good. Please proceed inside. Thank you for lining up so neatly. Yes, we have always valued our alliance. Thank you very much, I also like your hat."

The problem of shelter is somewhat more challenging. Reaching deep into the communal soul for wisdom The Hilsilage spends far too long considering having the humans take over previously existing tunnels for shelter before leading them to cast off crates and old, unfashionable wall panels that have been discarded. This unfortunately causes the humans to only build shelter for half of their fellow refugees before they start collapsing from hunger.

"Oh. Right. Let's see..."

The Hilsilage knows of only one source for food in this frigid glop: His kind hosts. A round of fierce and shameless begging garners an agreement to feed those he has housed, but no more. Shamefaced but at least not empty handed The Hilsilage distributes what he can to the hungry and thankful rabble.

Tamaki is here to help the people. She may not be able to fight the spirits, but she can aid the survivors.

She remembers Master Kenshin and steps out to speak calming words as he would have done. She is surprisingly effective.

200 Refugees

Tamaki than manages to organize a few into some huts.

50 Refugees

Before speaking to Shizmu Kendo, Tamaki calls upon the air kami to aid her. And they do.

Casting Benten's Touch is a SUCCESS!

Tamaki's words touch the Lion's hearts and he opens up the food stores to the refugees.

200 Refugees

Total Refugees saved = 450

Togashi Iko had sworn her aid to Matsu Tani only the day before and was there when this wave of refugees approached the city, fleeing from Morikage Toshi as she had been forced to not that long ago.

She strode out into the thronging masses, and in the same voice and tone she had recently developed to guide the soldiers under her command and the Dragon students she had been teaching, she managed to restore the spirit and calm the panic that was sweeping over the refugees. Taking the lead of a little over a hundred of them personally, she steered them through the gates and in search of food and shelter.

Thankfully her practice at woodwork gave her an edge in helping to create some temporary housing for the souls she was trying to save. Looking over what she achieved in the few hours she had, she saw it would not quite fit them all, but a good portion of them. She hoped it would be enough of a contribution.

A mad dash to the castle proper and the subtle hinting that a release of foodstuffs now may prevent a riot in the near future (coupled with a description of the riot she saw - and totally didn't lead- in Ryoko Owari) convinced Shimizu Kendo to release at least enough food to satisfy those she had personally escorted in.

Walking Jiro in the afternoon, the sight hit her. Kanade viewed the current wave of refugees and took a deep breath. Ok, this might take some quick thinking. I've got this!

"Minna-sama. Calmly, slowly... one at a time! There will be room for all if you are patient." She let her voice carry with a hint of authority that was perhaps above her status but not quite enough to offend.

Finding shelter was plenty easy as far as Kanade considered. All you needed to know is the one truth of the world. Anything can be accomplished with koku. She found a warehouse that wasn't in use and with a few words managed to house 200 samurai.

A similar deal with a crane resulted in bellies filled. Kanade worried what obligations would haunt her from that pulled string but it was necessary in this chaos.

Crowd control, 2 raises spend vp 34=150
Finding shelter, 2 raises+1free commerce 49 =200
Feeding the masses, 2 raises+1free commerce 57 =200 (disadvantage gained)

Sugimoto observes the crowd clamouring at the gate to be let in, a vein slowly pulsing at his neck as the refugees become increasingly rancorous
"You will be permitted entry in good time, do not disgrace yourselves."
The crowd doesn't seem to hear and or care, if anything they become louder, the vein pulses more quickly
"There is no need to push or shove, we have food and shelter for all, do not disgrace yourselves."
Still no effect, some of the refugees start pushing eachother out of spite
"Very well then. I will have any lawbreakers I judge to be disturbing the city's peace publicly executed, and if you continue in such a manner I will begin here and now. "
In a shocking turn of event's Sugimoto's appeal to their basic humanity, the human need to not be stabbed, works out, and a small crowd is calmed and entered into the city.

Then there was the problem of where to house them all. Sugiumoto has no experience engineering, but, he does understand how to have something built.
"You" He gestures at a heimin who carried their tools with them in the retreat "Build shelter and you will be rewarded with rice, fail to do so and I will express my displeasure in extraordinary fashion."
The heimin bobs his head frantically and soon some basic accommodations are put together

Then food. The Lion Clans knows all about food. It limits how many soldiers you can have.

The Lion enters the governor's palace, simply walks past the queue of lower ranking samurai waiting to ask for food, makes his request politely, and then returns with sacks of rice
"Do not forget that each of you today lives and eats because of my clan." There is some threatening rice doled out to his small crowd

Ren knew the horror all too well... She knew the fear that accompanied the armies of the Steel Chrysanthemum. Her heart swelled with compassion at each of the faces she saw. If there was a reason for her to be her at this time it was most certainly this.

She ran about and calmed a large contingent of people with an amazing grace. The people would long remember the 'Kindly Lion' and her words of encouragement and calm.

Her mind raced with ideas on where to keep these new refugees and remembered a location near the temple that, with the proper preparation, could most likely house the 150 or so people. She guided them and encouraged their efforts until they had sufficient sleeping space for all.

Following that she arrived at the offices of Shimizu Kendo... who if he hadn't noticed her much in the previous month he was sure to notice her efforts over the past couple of days. She explained her plans for the people and rationing efforts and was pleased to hear that the Governor would support her methodology the best he could...

Kashiwagi was a hero and heroes act in the aid of the people! That’s what they will say but really he just wanted order and so he did what could to get some of the refugees in and then lead an effort after enhancing his mind with a spell to build a massive communal structure to house many refugees!

But they also want food, what does he look like a Suzume yam farmer, get out of here.

Mogami watched from the walls as the refugees poured in to Toshi no Omoidoso. A sea of people, samurai and peasants alike flooded the area with an army hot on their heels.

She watched as numerous samurai of the Lion clan, as well as their guests from the Naga, Dragon, Mantis, and Phoenix all did what they could to get people through the walls. Suddenly, something in her made her have a horrible realization.

She sprinted down the wall, screaming as loud as she could.

"CLOSE THE GATES!"

Stares from those around her tore at her soul.

"BY THE HEAVENS CLOSE THE GATES!"

Her budoka kept pace behind her, keeping those who would try to stop her away from her with their Yari.

She reached the gatehouse after what seemed like an eternity.

"Shimizu-san, you MUST close the gates this instant. We could be letting the enemy in!"

The poor guard looked at her confused.

"...but Matsu-san, to do so would be to condemn those outside to death...Surely you can't..."

Mogami snarled.

"Close the gates damn you! The Kitsu daimyo told me that it would be an unfortunate but necessary sacrifice. You MUST obey!"

The man grimaced at the gruesome order but as Asako Kashiwagi brought his entourage through, the guardsman gathered his strength and motioned for the other samurai at the gate to assist him and the great gates began to close.

Breathing a sigh of relief as the heavy doors shuddered closed, Mogami then took to the wall again to attempt to begin a headcount. Stares from those who heard her shouting follow her, but she keeps her eyes down. Now was not the time to answer to anyone for her actions, but instead the time to sort out the mess that had ruined her battle plans.

"Tsuruga, Fuwa, help me count."

It took time, but eventually she felt like she had the numbers right. It had been a few months since she had been home, but she still knew Toshi no Omoidoso well.

"There are some warehouses unused that can be used for housing. These people need shelter."

She made her way through the crowds to the district she had in mind, and after tense negotiations with the proprietors of said warehouses, she secured enough to house a great number of the new refugees.

"Now comes the hardest part, convincing Shimizu-sama to let us use some of our stores to feed these people."

Mogami's two budoka stayed quiet, their faces somewhat grim by the events so far.

She made her way to the Shiro and begged for requested another audience with the governor.

"Shimizu-sama, I know we have just spoke about what we need to survive this fight, but the situation has just changed drastically. We have nearly a thousand new bodies inside the city. They all will have proper lodging, but they will require some of our food stores."

She took a deep breath before she made her request.

"I urge you, release some of our stores to help these people. To have hungry or starving masses inside our walls when the fighting begins proper will only bring chaos and disorder. Bodies that could be used to fight will be tied up with keeping the peace instead, not to mention the disease that could spread from those dying from hunger."

Her logic one through, and with her request listened to and granted, Mogami found a private room to the side of the court, ordered her budoka to stand outside, and then in the privacy and darkness that surrounded her, she wept.

A great many refugees are saved by the castle's samurai before the gates are closed!

The Hilsilage, Asako Tamaki, Togashi Iko, Kanade, Ikoma Sugimoto, Akodo Ren, Asako Kashiwagi, and Matsu Mogami are each praised by the governor, gaining +1.0 Glory each.
