Having notified her arrival and communicated urgency over the matter - something she never did lightly respecting her superiors' time and duty - Kōgyoku waited whether she'd be called on while getting her looks right with a clean cloth, removing snow residue from the nook and crannies of her armour. Even contingency of this kind didn't excuse sloppiness.

The governor called her into a small room off the main court room where they could have tea and talk.

When she arrived, he was sitting and gestured for her to do so, as well.

The older magistrate holds his back ramrod straight as he waits for the governor, the only sense of urgency is some occasional nostril flaring and the curt refusal of a cushion to sit on. When Shimizu Kendo does arrive, Sugimoto follows Kōgyoku into the smaller meeting room and after a respectful greeting would follow the governor's direction to sit....his back was pretty sore.

"Tea?" the governor asks. Kendo's manner is peaceful, but the tension in his body is apparent.

"Greetings, Shimizu-sama." She bowed respectfully. "Perhaps once you make a call whether we truly have time for it. We have reasons to believe, based on a number of testimonies, that Doji Etsuo had escaped Morikage Toshi, perhaps with an impromptu squad, and had taken part in securing the retreat of refugees. There's an unknown likelihood that he still may be rescued."

Her voice didn't indicate her preference. "And the influx of refugees right now is rapidly becoming more than the city can take."

Sugimoto very slightly shakes his head, for him at least, tea could come later.

"We are placed in a difficult position, Shimizu-sama. While the return of Doji-sama alive and unhurt appears....unlikely, it would be a great boon to our cause."
The Ikoma has the grim look of someone who knows when there's a risk of being sent on a suicide mission.

"Us, as well as a subordinate before us, have interviewed several samurai from among the refugees on the issue." She glanced at Sugimoto if he had anything to add on that.
