If asked, Erina would have been forced to admit that she had been working on an ulterior motive when she begun directing heimin to give up their draft animals, especially horses, as they prepared to evacuate the city. Perhaps it was slightly underhanded, and perhaps she would face judgement for that, but there was space and distance now to work.

The absence of calvary in the Steel Chrysanthemum's forces now made sense: there were the vanguard, purposeful shock troops. Now, more than ever, they needed to have a counterpunch. Yes, there was cavalry from the Lion already, but there was now an ever increasing chance that the Empress' loyalists would need to shake up tactics.

If she could raise a small ashigaru force, maybe it wouldn't be much, but it would be her own...and a way to continue modernizing Lion's strategic capabilities.

But first would come the horses. She would need to find out which could be trained, and start preparing them for the stresses they would endure.

"So, who will do?" The first test would be seeing how reactive the horses would be around the cats. They were naturally skittish animals, and they would likely have to survive battle stresses along with the presence of an active predator.

"Ok boy, let's see about you."

It's a laborious and painstaking process to try to work out which creatures might make the cut, and which will never be of use...and THEN there is the task of trying to make sure they are passable to ride.
