The samurai at the gate are surprised to see a visitor arrive from the west, but after identifying himself as a Miya Herald and showing his travel papers, they allow him to enter the city.

He spares no time in riding to the center of the city, the sashimono on his back proudly displaying the mons of the Miya. Dismounting, he moves to the center of a busy square and motions for a heimin to approach him. The woman does, and he hands her an umbrella, instructing her to hold it above him.

With the water no longer falling in his face, the Imperial turns to address the growing crowd. "Residents of Nikesake! I carry an important missive from Seppun Kato, the lord of Toshi Ranbo wo Shien Shite Reigisaho!"

More and more refugees begin to gather as the Imperial waits patiently, a sealed scroll held carefully in his hands.

A Miya herald... well this would have to be interesting and did they mention Kato... the plot thickens.

The last Miya Herald in the same postcode as Iko delivered some rather shocking news that she missed out on hearing.

This time she was fortunate enough to be nearby when he made his announcement.

"Wha-?" Moto Baatar, on his way to a late breakfast, stopped to gape at the arrival of the Miya. "What's this? Are they sending us reinforcements?"

Sukima approached, pushing through the crowd to the front row of those surrounding the Miya. "Onii-sama..." she murmured softly to herself. This was the perfect opportunity to push his claim on the throne... She didn't doubt this would have something to do with that. She wanted to be close enough to hear clearly.

Hearing that news had come from Seppun Kato, Chihaya hurried to the scene, making her way into the crowd, wide brimmed hat and cloak keeping her somewhat dry, though an umbrella would doubtless be more effective.

Listening intently, she waited for the handsome Miya to say his part.

Horonigai's heart beats faster than ever bofore, she rapidly walks with her geta and stops nearby Kashiwagi. Her umbrella repelling the pouring rain from the skies.

Her eyes sparkle with excitement from news coming form Kato!

Tetsuko wore the colours of mourning underneath her powder blue light armour as she walked the streets this morning. So pretty much standard Crane. It was perhaps a point of honour to be seen to do so.

The cries of riders and an announcement from Seppun Kato drew her out of her reverie and she quickly arrived on the scene. What would the dead Emperor's brother have to say?

After a few minutes, the Miya unfurls the scroll and begins to read.

"Let it be known that on this, the 8th Day of the Hare, word has reached the honorable Seppun Kato of the demise of his beloved brother, the Son of Heaven. Though his heart is torn by grief in this, the Empire's darkest hour, Seppun Kato wishes it to be known that he - and all of the residents of Toshi Ranbo wo Shien Shite Reigisaho - unequivocally denounce the so-called Steel Chrysanthemum, his assassination of the rightful Emperor, and any claim to the throne he might, in his misguided insanity, believe that he might possess."

The Miya pauses, letting his words sink in. It was clear that there was still more to come.

Degarashi stood somewhere among the crowd, little more than a pile of wet straw in the vague form of a hat and cloak. Miya often had lofty things to say when they arrived, and curiosity was certainly getting the better of him today. So he stood, close enough to hear but far enough to be inconsequential, and listened.

Sukima spots her cousin in the group near the Asako from yesterday and steps over to her, bowing. She keeps her attention on the Miya as he starts to speak, however.

Iko moved closer to the bushi turned ambassador turned bushi again, offering a slight nod of respect. her own obi white to honor the loss of Aiki.

"YAY!" Baatar cheered involuntarily as the Miya condemned the Steel Chrysanthemum, before remembering that shouting might not be proper here. "I mean... uh... well spoken!"

Horo's smile only widens. She makes room for her oneesan under the wide golden and green umbrella atop their heads. There's a gentle squeeze from the sleeve nearby her hand onto's Sukima's arm.

The Miya takes a deep breath and continues.

"There is a truth known to Seppun Kato that he kept quiet, out of respect for his brother, but in these trying times, the truth is more important than ever before. And so, he now seeks to share the truth with the people of Rokugan, no matter how it pains him, and no matter how much it may pain his fellow samurai to hear it. This is not an easy truth, nor is it polite, but it is important.

The Miya pauses, the color draining out of his face as he reads ahead. Still, he knew his duty, and after taking a moment to compose himself, he continues.

"The truth is as follows: The child of the Empress, the supposed Imperial Heir, is not the son of Seppun Kato's brother, Hantei XXII. It is rather the son of Akodo Tamotsu, a frequent guest of the Empress in her private quarters. The truth was kept secret from the Empire in the name of the Empress' honor, but the time for such lies has passed. Seppun Kato cannot idly stand by and watch as the Lion seize control of the throne in such a dishonorable and underhanded way."

The Miya falls silent as he reads ahead, his expression growing more and more concerned with each passing line.

Nagiko, usually not very prone to showing surprise, did this time. She had to cover he features with her fan.

This was not just going to cause chaos, but basically it is showing that Seppun Kato is the heir and not the current child of the Empress, attacking the Lion in the process...

She fanned herself as she digested these news with surprise on her face.
