It's important to remember that unless from the Emperor himself/by edict or specifically under Imperial command (like conscripted by them, yojumboing for them, or in the Imperial Legion), Imperial orders don't have as much sway over the clans.

People just politely accommodate them most of the time unless they bring the focus of the Imperial families onto them, who can make life pretty miserable.
